With reference to my predecessor's Despatch No. 188 of the 10th August, 1896, I have the honour to transmit for Your Lordship's consideration the enclosed copy of a minute by Mr. E. A. Carvalho, Cashier in the Colonial Treasury, together with a copy of a minute by the Colonial Treasurer dated the 29th ultimo, and to recommend that as Mr. E. A. Carvalho is for practical purposes a European, the exchange compensation allowance hitherto drawn by him should be continued although his children are no longer resident in England.
